VPNs have been illegal in the People’s Republic of China for many years, de jure. The fact, however, is somewhat different. From my credible sources in the country (English teachers), the reality remains that, although they are illegal to use, everybody and their mothers use them, especially foreign workers in order to connect to the outside world.
